Flood Risk in the Algarve

Understanding flood zones in the Algarve: EU Floods Directive data, river and coastal flooding, and what property buyers should check.

Flash flooding in the Algarve

The Algarve has a Mediterranean climate with dry summers and wet winters. Rainfall is concentrated in short, intense bursts from October to March. This creates flash flood risk, particularly along rivers and in low-lying coastal areas.

Notable flood events

  • November 2015: severe flooding across the Algarve after record rainfall. Albufeira, Loule and Faro affected.
  • December 2022: heavy rainfall caused road closures and property flooding in Portimao and Silves.
  • Recurring: the Arade river basin (Silves, Portimao, Lagoa) and the Gilao river (Tavira) are the most flood-prone areas.
  • EU Floods Directive data

Under EU Directive 2007/60/EC, Portugal maps flood risk across the country. APA (Agencia Portuguesa do Ambiente) publishes flood zone maps showing areas at risk of flooding, flood depth estimates and risk classifications.

Check Algarve displays these APA flood risk layers on the interactive map: flood risk classification, flood depth and flood zone boundaries.

    What to check

  • River proximity: properties near the Arade, Gilao, Guadiana and smaller ribeiras (seasonal streams) may be in flood zones
  • Low-lying coastal areas: parts of Faro, Olhao and the Ria Formosa margins
  • Underground parking: common in apartment blocks, vulnerable to flash flooding
  • Historical flood markers: some Algarve towns have flood level markers from past events
  • Insurance

Flood damage is typically covered by standard Portuguese property insurance, but premiums may be higher for properties in mapped flood zones. Properties in the highest-risk zones may face difficulty obtaining cover.
