Can You Build on REN or RAN Land in Portugal?

Understanding REN (ecological reserve) and RAN (agricultural reserve) building restrictions and what they mean for property buyers.

What are REN and RAN?

REN (Reserva Ecologica Nacional) and RAN (Reserva Agricola Nacional) are Portugal's two main land protection regimes. Together they cover a significant portion of the Algarve and directly determine what can be built where.

REN: Reserva Ecologica Nacional

REN protects ecologically sensitive areas: flood plains, steep slopes (over 25%), coastal zones, water courses, aquifer recharge zones, erosion-prone areas and areas of high landscape value.

What you cannot do on REN land:

  • Build new residential or commercial buildings
  • Change the natural terrain profile
  • Destroy natural vegetation
  • Create new roads (with limited exceptions)
  • Limited exceptions:

  • Agricultural support structures (under strict conditions)
  • Essential public infrastructure (roads, utilities)
  • Reconstruction of pre-existing buildings (may be permitted)
  • Some uses deemed compatible by the regional CCDR
  • RAN: Reserva Agricola Nacional

    RAN protects Portugal's best agricultural land from development. Classification is based on soil quality.

    What you cannot do on RAN land:

  • Build any non-agricultural structures
  • Subdivide plots for building
  • Change land use from agricultural
  • The practical impact for buyers:

    If a plot is classified as REN or RAN, it is extremely unlikely you will obtain a building permit. Even buying a ruin on REN/RAN land does not guarantee the right to rebuild. Always check the PDM classification and confirm REN/RAN status with the Camara Municipal before purchasing any rural land.
